Quick Tune unlockable?

I have heard from other sources that there is a quick tune option that becomes available if you beat all racing series up to lvl 25. It can be done in eaither A or B-spec. Is this true?
If so, what is the difference between quick tune and the normal way to tune?

I haven't really played any of the GT series other then the GT1 and 2. Sorry for the noobishness, but any help would be appreciated.
 
Sorry, no such thing in gt5 ,however quick tune was in gt5 : p for completing S events, hope this helps.

I heard that you unlock the quick tune by becoming level 40 a spec...
