Often when I'm on a Rampage with the police (or army as it happens) the stop comming for up to 5 minutes and it is just like Vice City is normal. Are there anyways to get the army or police to come ALL the time without losing that valuable Shooting spot?
 
wow I've never seen them stop commin like that, and I've played the game practically non-stop (half the time doing bordem rampages) since I got it.
