For the car to be in focus you need either a faster shutter speed or to pan with the car as you take the photo.

Sorry, wrong post. Panning is the answer. Try to keep shutter under 250 and try manual focus if there are to many objects that make focussing hard.

To freeze the car use the highest shutter speed you can.

Follow the car with the camera ("panning") and the car will be sharper while the background blurs. To reduce the blur, use faster shutter speeds, but haveing everything sharp makes it less of an action photo, and more of a parking lot shot.

I made this picture 20-04-2014 at de NL Drift Series round 1 in Utrecht (The Netherlands). Shot with an EOS 550d and 55-250 canon lens.

That brings up something I usually do. When I'm at a place where I'm taking a lot of pan shots for a while, car after car after car, I'll look for a break in the traffic, autofocus on the pavement at the racing line, then switch AF off while that point is in focus. Now I'm set, all I have to do is shoot the cars without moving myself.
