RACE_EDIT Mode

Does anyone have more information on this subject? There was recently a break through on this community finding what I’ve been hoping for, for years. I’ll do anything and pay whatever I can to get my hands on the same thing, this RACE_EDIT mode. It seems new but I would absolutely appreciate anyone who could share information on how I can do this with my computer and ps3. It says,”By creating a configuration file with the game mode parameter RACE_EDIT” but to be completely honest I have no idea what any of that means. Please I need to obtain whatever mode this is....
