For what reason would you need to tune the X2011? The only factors that effect performance are Downforce and Gearing

If you really need some tips, keep the downforce at least to ~65 or more in order for the rear to stay stable, when running a max speed setup. And, when running full downforce(cornering setup), put the gearing to ~450km/h.

I want to grind my bobs to level 40 using the B-Spec Nurburgring 24 HR, and I want them to win easily with no chance of defeat.

They will still win without tuning.

Put them in the FGT instead, put the wear and tear on something you can get from a 24 ticket, not on a limited 1 shot car.

Isn't the update in December going to fix this? I heard somewhere than the dlc cars will be available in the dealership after the update. But still it will probably cost 20 million credits so yeah use the FGT.

I have 2 X11's so wear and tear doesn't concern me.
