Region Related DRM ?

Hi guys, good to be back here

Anyway, something strange happened yesterday on my friend's GT6 after the unidentified update
he got all of his DLC cars, those with the blue GT theme, all the GT colours and gear, marked with a yellow sign at the side and when you try to use them, a message says something about "rights", even when we insert the DLC codes again, this thing still happens

Then comes the question regarding DRM, his console is a PAL, european, old model PS3, that big with metal inserts, but his GT6 is the Latin American version, and before the update he was using cars normally

Given what happened before with GT5 XL when he was unable to use his voucher codes, though they worked on my copy, running on my US market PS3, I will gently ask you: is Sony and PD using some kind of region related DRM or something like that ?

Is his PSN from the same country than his GT6 version? If it isn't then I imagine that is the problem. The console shouldn't be causing the problem.

Actually, I don't know if he registered his PSN using a BR or US address, either way I don't think it's the root of question, 'cause in the GT5 issue, his code worked in both of my accounts, the BR and the US, now this stuff happens, leaves a question mark
I really think there's something with his console being EU bound and the game being Latin American, but the strangest fact is that it all happened after that unmarked update, maybe there's a DRM hidden
