You would think that, but unfortunately many people don't look before posting. You get a bunch of seasonal events topics on the GT5 forum even when there's a whole subforum for them, the same goes for general question topics and even wheel topics which eventually get moved to the right places. Having yet another subforum would only increase the mods' workload.
