So the open beta is live and open for everyone! The way ISI is doing this is that you pay for the full game and get the Beta- but the full game normally gets you 12 months online access (for the $44 price) and lifetime offline. Getting the Beta gets you 18 months online so for getting a beta, you get 6 months free basically.
After the 18 months, you pay $12 for 12 months after the first period. So it is NOT like iRacing at all. You are not paying for tracks and cars and monthly. This is still a modders wet dream and mods should begin flowing shortly.
