It seems like it,according to the international press,I heard it over the press here in Japan and I decided to make some research and it turns out that the "Rome Circuit" could go for real,sources:

On an aside note I want to post a shirakawa akira's Sat image of full layout of coloseum area of "Rome Circuit" from GT5 to get some idea of how the real circuit migth turn out to be.
