now, after reports from other teams that a v10 has a distinct
advantage over the v8, midland has reconfirmed.

at the bottom of that article it states that the FIA can alter the regulations
at any point to level the playing field between v10's and v8's.

BUT would there be an uproar among fans and F1 personel if the FIA
were to change the rules weeks before bahrain? would it be unfair to STR
to have notification so late? what would be the proper course of action?

your thoughts!

If they restrict the V10's further, they're not changing the rules.

2006 F1 Technical Regulations
5.2 Alternative engines :
For 2006 and 2007 only, the FIA reserves the right to allow any team to use an engine complying with the
2005 engine regulations, provided its maximum crankshaft rotational speed does not exceed a limit fixed
from time to time by the FIA so as to ensure that such an engine will only be used by a team which does
not have access to a competitive 2.4 litre V8 engine.

They have the right to change the rev limit as they see fit. STR knew this.

The FIA has stated that V10 engines will always be at a disadvantage to V8s. I’m sure the restrictions will be changed in time for Bahrain.

AFAIK the V10 will have a torque advantage. But I’m sure (I hope) that the FIA will sort something out to slow the V10s to below the power output of the V8s enough to make up for the extra torque.

No. The v8's are set free for the teams to go nuts on. They can do whatever they want and make it however fast they want as long as they conform to the size and speed regulations.

The v10s, however, are completely bound by the FIA.
