I have read in many places this is very fun to drive, but its also a bit underpowered. i know that because of the weight balance, tuning the engine could make the rear spin out, but would changing the weight balance to the rear and maybe upgrading suspension correct that?
So basically im just asking for a)your overall opinion of the car, and
b) if tuning the engine would mess up the car, and if so, what could be done to correct this.

I think the GT5 Tuning Forum is the best place for this.

Actually the tires that come with it stock (sports hards) are too sticky for the car, so the car can be tuned to maybe 280HP without any other grip tuning and still be grippy enough.
Or if you want to go over 300HP, maybe a suspension and LSD upgrade could work.
