Server Folder

Is it possible to have a folder in Windows XP that can be used as a kind of server. I want to have this 1 file up online so that others can download it, or view it. Its a video clip, and its about 11.0MB big. is it possible to do this?...........free?

You need Microsoft Personal Web Server or whatever they call it. Find it on their website.
