Setting lobby room to restricted

There are a few of us that would like to race the shifter Karts but, when we pick them from the garage and try to enter we get a window "must be set to restricted" before we can enter.
I've looked through the event settings but can't find an area to change it.
Where do I go?

It's probably saying you need to set the car restriction. There's an area under lobby settings for car selection, try there.
