No, they should just completely scrap the current SR system and replace it with something that isn't just a 0-99 score but actually looks at your frequency of incidents. Somebody who drives clean for thousands of km for a whole month and then misses their braking point and punts somebody loses the same SR as someone who just got to 99 and deliberately rams a driver off the track.
