I used to own a '92 Celica GT in Florida, and it didn't have a turbo.

Which was exactly what he said. The only US market Celicas to have a turbo where the ST-165 and ST-185, sold as All-Trac models
 
The usual sleepy-eye conversions are fully open at night and just slightly open at daytime. Nobody can see your sleepy eye at night... the whole point is for the car to have that Clint Eastwood squint when the lights aren't on.

And again, even if the point was cooling, a sleepy eye conversion ain't gonna do nuthin for you.
