First things first. This will be a custom build so no need to run through the list of available prebuilts.

I know there are alot of different seats out there but...

What would be a good recommendation for an off the shelf, junkyard, etc. seat to build around? Price is not so much a factor as comfort. Right now, I'm sitting in a swivel "computer" chair that has my rear end as sore as I can stand and that just isn't working.

From there, I can start building a frame and begin fitting the periphials. I'll be using my CRS wheel w/ Elite pedals and shifter set. Along with a 46" HDTV that I position about 5 ft. away from where I sit.

Find a mid to late 90s BMW M3 seat. Great seat to build a rig around. I'll never understand people using like Honda or Toyota Tercel seats. Might as well spend the $150 on Ebay and get a proper racing seat at least. Thats a good start.
 
Just checked out EBay....man...there's a kazillion seats out there and just about all of them are in pairs. Plenty to choose from, for sure.

Meh. I ripped a seat from a 90's junkyard wrx for $30. Cost vs benefit. If the bottom is comfortable and it has decent back support why buy a seat costing more than $100 dollars extra? It's not like a sim racing seat needs lateral support.

I built mine over a single weekend out wood, screws, and a couple steel brackets for extra stiffness for about $60. It's particularly easy to mount a seat to wood. Wood is not the most aesthetically pleasing material, but it is the most cost effective.
 
You buy and spend the extra $100 because you're going to be spending a lot of time in the seat. Also, the seat will more replicate the types of vehicles you'll be sim playing. Thirdly, the asthetics of your rig, while some will argue, is important. If you do your homework, take your time, and save for what you really want you'll have a rig that you are happy with both asthetically and functionally.

Even if you're on Welfare, just wait the extra month and get a decent seat and other equipment. The "Hey I built a rig out of wood I found in the river" is always the battle cry of some. I think that's kind of silly since you're going to spend so much time in it. I know its "chic" to be the guy who made a rig our of old milk cartons, but IMO if you don't have to then don't.

Do it right once. Cost vs. Benefit is exactly why you should do it right. Just my .02
 
I built my own rig with the help of a couple friends. I picked out a seat that was cheap and comfortable. You can see my build Here. It is very functional and a blast to drive.

This method is nice because you can build the frame out of just about any sturdy material and then make it foam proof and mix, cover and sit!

Other than that look at your local craigs list or call some local auto recycling places and try some seats out. Cars that are designed for luxury will have the best comfort seats, but will also cost more and have unusable accesories (Heat, power adjustments etc.) Performance cars will have firmer support but may be uncomfortable after long stints.

Most gaming seats are ok and usually come with some kind of sound additions, (Sub woofers, ambient speakers) but lack long term comfort.
