I find this so annoying!!!

Why is it that AI cars often brake or refuse to accelerate when your following close behind or overtaking!? WHY!?!?!? Usually when your overtaking during a corner, the AI cars will brake and slow down a bit making it too easy to pull the move off. When exerting a corner following a car in front quite closely and you intend to get them on the straight the AI cars almost refuse to put their foot down. This unnecessary slowness often leeds be to me hitting them (or them backing into me to be correct). During a corner, this non-accelerating can completely screw up my line aswell, resulting in me having to take avoidable action which I should not be having to do in the first place!

Can anyone tell me why this happens, does it happen to anyone else?

These you has described are the symptoms of racing the AI with an "over PPR / HP" car ...
The AI has been improved a little in lastest patches, but still if your car is too superior (or even equal to AI's cars, if you are a good driver) they finally are rollin' chicanes...

Eh, the AI realise there's a monster behind them and jam on the anchors.

Tosh.

I wasn't even in such an overpowered car either. It was a 750pp event and I was in a 655pp Zonda R. The big guns had be on the straights but admittedly I was on R/Softs and the AI were all on R/Hards so I was quicker in the corners and when braking.

Still, this would never happen in a real race, you'd be done for blocking. I wish this could be fixed soon.

The AI has always been a sore spot in the Gran Turismo series. Until this is really fixed, the best we can do is what you are already doing -- make the race more challenging by either ramping up the difficulty number, and/or choose a car that's inferior to the competition. I've been watching some racing videos on Youtube, the more interesting ones were Arcade races (the AI is a little smarter in Arcade than in Sim mode) and the difficulty was turned all the way up to 10. Pretty good competitive racing against the computer drivers.

Good old Parking AI. :)

It has nothing to do with your cars performance or anything else like that. Even if you are somehow able to be close or alongside a 908 in a Suzuki Swift, they'll still wait for you. It is a consequence of the "improved player avoidance" they added a long time ago. It's almost as if just being near them triggers their behavior when being lapped, just without the pulling out of your way.

It has completely ended all chance of actually racing the AI in A-Spec, but apparently PD and the majority of feedback-ers think it's perfect so they'll probably not change it now after 9 months or so.

You can learn how to avoid triggering it with practice, but the only way to eliminate it is to race in Arcade with AI aggression set to 10. Too bad that setting doesn't affect A-Spec. Your best bet is to try to only pull alongside them while going in a straight line, then they will fight you, but if they get clear by a foot then drop back they'll park.

EDIT: I searched in the feedback section (it's at the very top, no wonder I could never find it) and apparently no one has ever suggested applying the Aggression setting to the rest of the game.

I have no idea why PD only applied it to Arcade, there may be a very good reason. There may not. But there was a time when the AI didn't park, and they don't park in Arcade with Aggression at 10. So maybe if it can be applied to A-Spec it would stop this ridiculous behavior.

This seems a lot simpler than a lot of things people want(or actually improving their driving outright), so maybe if somehow it gets some votes they might act on it if it's something they can do. Of course only they know why it is the way it is.

Anyway, I added the feedback idea "AI Aggression should apply to all game modes, not just Arcade." Searching for "AI Aggression" will bring it up. Vote if you agree. I guess now I'll have to blab about it in every AI-related thread that comes up to try to get it off the ground, great.

That sounds great and it was really helpful. Defiantly got my vote. Thanks.

You have zero chance of being able to use the Redbull in A spec, it's like a minefield.

This is interesting, I guess the problem we have here though is PD compensating for younger or less experienced racers.
Still, it doesn't excuse them from not adjusting the agression in GT mode once you got to the higher level races.

I doubt a user controlled difficulty will get a go in GT mode, despite the code and systems being there.
