So, people in the USA can race on SPA as long as they join a european's or asian's lounge that's hosting. When the host leaves, you can become the host of a spa lobby. However you cannot change any of the weather. You can only change to a non-DLC course on the course screen.
SPA is great. It is one of the best courses in GT5. It is definitely worth the $12 to buy all the DLC. No doubt about it.
