Split screen problem

I was doing some races with my cousin in split screen mode and encountered a very bizarre problem.
I was fine but he (player 2) couldn't move, the buttons to look behind, change view and lights etc. were all fine, but accelerate, reverse and the handbrake didn't work.
I tried switching the controllers but then I couldn't move (now player 2) but he was fine. We tried changing controls and cars but still the same thing.
Any help would be appreciated.

I know we double checked and changed the config, and pressed every button multiple times but nothing.

experienced that also at some point (ignoring the one time, where the second wheel had no power...).
If i remember correctly, it started to work again after i restarted GT5.
