Is it worth 1,000,000+ CR? Then, no it cannot.
Is it worth less than 1,000,000 CR? Then, no it still can't.
With any Downloadable content an un-redeemed code must be traded, not the car. In that case and only that case could you "trade" it with someone else and it couldn't be a 1 for 1 unless the other car was another stealth car download code. You cant trade Stealth, Chromeline or any DLC stuff.
Not even Leaf..(It's under 1 mil cr )

You can't even borrow dlc..or stealth/chrome-line cars.

No,they were codes that you got with various editions,collectors,signature etc. and these codes could also be bought from ebay and the like,mostly expired now though I would think.

When I make a new PSN account each time I first log in to GT5 a notice pops up saying the Nissan GTR STEALTH has been delivered.

Yes,if you have them on one account you will be able to have them on as many as you make.
