Strange mix of classes in custom AI race

I just ran a custom N400 race in the BMW M4 and the field consists of AI cars such as Ferrari F40 and 458, the 911 GT3 RS, NSX '17, a couple of McLaren's and several other cars from N500 to N700. They seemed to have been detuned to match the race class but it still seemed like a really odd line-up of cars.
Is this a new bug/thing? I've mostly raced against AI and I've never really noticed it in the past.
