ive made up a street course around Liberty and tested all 4 of the sports cars on it. It takes 17-19 mins but with all 4 i was around 18. As you can see the course is very very long and incorporates most parts of liberty.
because its so long im not going to explain it unless there is sufficient interest in it. i am open to suggestions on any part of this challenge and dont mind changing the course a little bit but i woulod like the time length to stay similar.
to be fair i will give you the times of the 4 cars , but i suggest you make your own judgement as none was a perfect run but they were all pretty close to the best thats going to be possible considering the traffic.

Banshee: 17:49
Infernus: 17:53
Cheetah: 18:04
Stinger: 18:18 (note it was actually in 1st place through portland and most of staunton - i just screwed up shoreside a bit)
Times (roughly) for the 3 cities:
Portland: 3 mins
Staunton: 7 mins
Shoreside: 7 mins
Rules: Health cheat and wanted level cheats allowed. Handling cheat only allowed while on the landing of a large jump if the car is likely to roll onto its roof. Must be turned off straight afterwards (Tip: if you are on your roof,increase the wanted level until one hits you back onto your wheels (much quicker than finding a new car the same))
There are a few tag points along the way such as car alarms etc., and the paint shop in staunton and the import/export garage in shoreside (if you have not got this yet, just stop outside and wait for 15 secs).
If I can get hold of a map then I will try to draw the course out but this may prove difficult as the course passes the same point a couple of times in opposite directions...
