None of us have any idea what you're talking about with the lack of a picture but my best guess would be that the tire's on a different layer than the one being editted.
What Im getting out of this is that youre trying to resize an image of an automobile and are confused as to why the rear wheel stays where it is. And thats simple, its apart of the image, it will always stay where it is unless you move it.
