Suitable DVD Burning Software?

I Have a video of a music concert i need to put on dvd but i need to have the songs put into scenes which can be flicked through like a normal movie.
Ive split the concert up by what song only my dvd maker has a black pause between scenes. Is there any software that lets you make scenes from video files, or lets you play scenes seamlessly?
Please help!

Not splitting it up and just putting chapters in before each song would probably have been a better option.
