Another way to get the car is from a Level 23 ticket. One of the online seasonal series gives one as a prize. Just use a USB thumbdrive to back up your save file just before you use the ticket. This way if you don't get the car you want all you have to do is reload your save file from the thumbdrive and try again till you get it.
For the seasonal I used a Toyota 7 and won all the races pretty easily. If you don't have one send me a FR at AFTAC_991104 and you can borrow mine.
You can also get the car from a 1998 ticket but that ticket has a lot more cars available from it and it could take a lot longer to get what you want. Level 23 tickets would be the easiest of the two.
