I did some racing a few hours ago on the PS3. I'm currently on my computer at work and my PS3 is in server mode at home. My profile on the website is not fully updated. It's missing a friend that I added a few hours ago and my credits/EXP are not updated.

tl;dr - How long does it take for the website and the PSN to sync up?

It matters if your friend has signed in/out (of GT5) since you addded him.
You should do the same to speed up the process on his side

1. If both users has signed in/out of GT5
2. And you go to website, sign out - then close browser and open a new browser , then sign in.

This should do it

I did that. My new friend is now on the list but the EXP/creds still aren't updated. One of my drivers leveled up to 25 while I was still at home, for example, but I just logged back into the website 2 minutes ago after clearing cache and it still shows him at level 24. It's weird to me because I am a tech myself. The server sync shouldn't be this bad.

You have to do some actual web site use for the site to trigger a Page update in modern browsers or Cache data is just reloaded. PD learned that trick as it keeps server load way lower.
Viewing driver log or going in to B-spec remote racing track selection.
Will then trigger a new update. Hitting F5 Wont do any thing on its own..
