There is a TDU section but to answer your question, the car will be at the used car lot. If the lot is full you have to buy one of the other bars and then it will be there.

You have to sign out of the PSN then enter the game. Once you've started the game, head over to the used car dealership and it'll be there for you to purchase.

I think its a rip off. I bought the Bugatti because im a Bugatti fan, and i found out i had to buy with first my real money, then with 3,000,000 in-game credits.
