Terribly annoying problem, need help please

Yes, this is a question about the birthday gift glitch, but please bear with me.

So I've been trying to get 2010 cars with a sub account, but no matter what I do, it ALWAYS responds with "You are unable to access the online functionality as your PlaystationNetwork account has parental lock enabled."

Now I've done everything, using Hong Kong accounts, creating them on the ps3 first, allowing for chat, but it just doesn't work! I look in my settings and it says parental controls are off in "Security Settings," and the same even when I'm checking my sub account through my master account.

Could someone please help me and tell me what I'm doing wrong, or what you did right.

And please, none of that elitest whiny 'no cheating' attitude.

Because it's thinking you are 1 years old and from memory you need to be 1991 or before to get cars from birthday glitch.

No, people have definitely been doing it and getting nascars etc. passed 1993.

1993 is the highest you can go.

Im not a duper, but I think you must link two PSN accounts with one account acting as a parental account and another account as a childs and link them by password or email, something like that.
