Good luck with your garage. If it's feedback your seeking honestly your two best bets are to use the tuning directory here and join the FITT challenges that are hosted here. I've gotten more feedback with thouse two features than I ever did with my standalone site when I was called silver dragon tuning.
 
I maybe of some help, I don't consider myself fast (anymore) but I am consistent in my lap times. As for money, depending on what cars you plan on tuning, I ought to be able to manage. I can add you on PSN for near instant feedback, if you want.
 
Otaliema is correct. That is one of the many reasons most garages are here. The FITT is excellent. I've only done a few of the many they ran, but they were to me a HUGE learning tool. It was FITT that started me on trying to tune for more then just my driving style, but to meld so other styles could use them also. I still have a ways to go on that part, but the fact I started at all is great imho. THIS forum, is the best learning tool there is to become a better tuner. Don't just read your own posts and look at the tune-database, but look at other garages, look at question-based posts. It's important not only to learn ways to approach fixing issues but to learn from different people, that there is more then one WAY to approach every problem.
And as far as spreading the word and getting noticed is concerned, you skipped one major important value that comes before that. And that is "earning a name for yourself". As people HERE see you posting, they see your progress also. As your progress begins to reach a certain level, your name alone will go from "HHMMMmmmm M3BIMMER huh? maybe I'll try one tune or so..." on up to "OH M3BIMMER, yeah, he's a decent tuner" to eventually "Oh wow M3BIMMR did this? must be good".
