Example : Jose miguel fernando augusto da silva ruiz ( your friend ) has the codes and downloaded them
Now it is unable for other people to download them.
What now ?
Jose miguel fernando augusto da silva ruiz installs his account on your PS3 on another user.
Then Jose miguel fernando augusto da silva ruiz will go to the PS Store and go to recently downloads. He downloads the stealth cars again. After that every user on your PS3 will receive the Stealth Cars
Every user on your PS3 will get the car thanks to Jose miguel fernando augusto da silva ruiz. But make sure you dont remove the account of Jose miguel fernando augusto da silva ruiz.
This is the easy way to do it. Make sure you have a good friend who can help you ''borrowing'' his account.

Last I checked, NTSC is north America (maybe canida too).

J-NTSC is japan I think. Not sure what EU is.

Its not a bug.
If it was it would've been fixed a while ago. Its just the way the PS Store system works. You're allowed to redownload content you've already bought as there are people that end up losing it by breaking their PS3 or something, etc. Sony can't not allow you to redownload stuff you've already bought, so they've got no choice in the matter. People discovered this and take advantage of the system, which Sony can't do anything about.
