Yep, another inexplicable feature..

That is unless anyone can explain why time settings are unavailable off-line?

In general, the Nurburgring w/ time change starts at dawn, and has about 75% chance of rain.
They want you to plan ahead, rather than being able to adjust the world as you wish.
 
I'd just like to know why I can muck around in my online lounge and tweak the time of day and weather to my hearts content, but I can't do that offline in time trial, arcade or practice.

I see no reason for it.

Me neither... I hope SPEC 2.0 will introduce that feature ;)

Surely what you meant to say was that they were too lazy to implement whatever was necessary to let us control it properly :)
