The Penalty System

Am I the only one who thinks this penalty system is garbage, I mean I get pushed into walls or sand or spun around and they drive off with no penalty and yet when coming into a corner and someone jumps in front of me and gets on the brakes giving me no chance to avoid them, I hit them they drift off the track and I get penalized. I like a bit of push and shove but this system is definitely flawed or am I wrong ?????
