How the hell do I get slammed into from the back consistently and no penalty is given. I touch someones bumper and no damage is done. No one spun out. Wasn't in a breaking zone. And I get a 2 second penalty.... I'm so sick of the bs penalties. At the very least let me report them for unsportsmanlike driving. We should be able to submit clips of it happening for you to review because my drivers rating is tanking at no fault of mine!

Maybe you could submit them here and see if someone can give you situation- specific tips?

There are thousands of interactions like yours every day, they can't review anything. But yes, the penalty system is very bad, so bad that no penalty system at all is an improvement (and we had that a while back).

I have no problem with the penalty system. Sure it has on occassion given me a penalty that had me scratching my head, but 98% of the time the penalty makes sense if you think about it objectively.

One of the most common complaints about the penalty system I see is people complaining that there was a crash or someone out of control infront of them, that they subsequently hit and got a penalty for. The complaint is always that it wasn't their fault, while uploaded clips show that they didn't brake, stayed planted on the throttle and took no evasive action. That, in real world motorsports, would get you more than a penalty.

So my suggestion to you OP is that if you don't want penalties for contact with other cars, avoid making contact with other cars, regardless of whether it's a light tap or heavy shunt. Motorsports is a none-contact sport after all.
