Thrustmaster Ferrari Challenge wheel problem [PS3]

Whenever I turn the wheel, it applies the brakes 30% and locks it there. I didn't push down the brake pedal at all, and I have to keep restarting the wheel in order to get it to work properly.
Is there any way to fix this?
If not, is there any good PS3 wheel under $150?
