"Toggle Lights On/Off" vs "Flash Lights"

Has anyone understood what is the difference between the "Toggle Lights On/Off" and the "Flash Lights" commands?

I would assume that the "Toggle Lights On" command should turn the lights on and KEEP them on.
However, it doesn't seem to work like that. It just flashes the lights momentarily...

Any clues?

The toggle lights command is for night time to switch between dim and bright lights and the flash lights command is for race cars with flashing headlights, you hold down the flash button and they flash

So, during day-time we cannot turn the lights on permanently?

Nope, they flicker on and disappear, I don't really see a reason why though, maybe for some of the time changing tracks as during sunset sometimes they won't let me turn on my lights.
