Well, Norway has the highest per capita of electric/hybrid cars when compared to any other country. Also, in March, at least 50% of all new cars registered were either hybrid or electric.
Which when you think about the news of Volvo going to hybrid and soon electric only, makes logical sense form what you just posted. So the news about that a few months ago is supported in logic because of what you just showed. It's quite the easy answer when you look at the info.
I live in Norway so it shouldn't really be a surprise to me I live in a small city so we don't see that many electric cars here and most new cars have been petrol or diesel but the last years it's been more and more hybrids from Toyota and VW (because that's the only new car dealers here) and only a few electric cars.
