Top Gear Test Track

I did a minute of searching and found no real answer to my question, so here it goes. I have yet to find the Top Gear Test Track in practice, or as a online track option. I have beat all the Top Gear special events with gold medals. Where do I find this track?
 
It should be the 23rd track under 'World Circuits' - or the 7th in from the right-hand side - sandwiched between Sarthe '09 and Sarthe '05.

When did you finish the events, by the way?
 
Wow, thank you! I swear I looked for this for at least 20 mins. I completed these races probably a year ago lol
