A quick test i have made to show a friend the relation of top speed and ride height. He had some problems to reach 300kmh under the last bridge on the nordschleife end straight. The car is a maxed Beetle GR3.

(This is a copy & paste.)
Hello Mxxxx.
Yes it´s a bit weird i know but this is due mostly to the ride height.
More low front & rear ride height = More speed.
Rack low front and high rear is also prejudicial. Max High front mini low rear is the same as mini front and rear , but then your car will have a big tendency to understeer ... a lot.
It´s a compromise , you have to check what is the best gain for a given car depending of the track of course.
Downforce have an influence too of course but not as big strangely... GT things.
Obs : TOE settings don´t have any influence on top speed.

Here is a quick test i have made with the VW maxed. Ride height in mm Front : Rear.

downforce 300 700
RH 50 : 50 = 309 kmh

downforce 400 740
RH 50 : 50 = 302 kmh

downforce 400 740
RH 70 : 70 = 297 kmh

downforce 400 740
RH 90 : 90 = 289 kmh

downforce 400 740
RH 50 : 90 = 286 kmh

downforce 400 700
RH 90 : 50 = 302 kmh (Picture take a bit early.)
