Toro Rosso to design own car next season

Toro Rosso is planning on building it's own car for the next season, that's what Gerhard Berger is planning. Earlier, people said more then likely the new Toro Rosso will be a development from the RBR chassis with a new Ferrari engine. Already Gerhard Berger said he's not planning on doing that. Spyker, Super Aguri and Williams are wanting to follow the designing of the car from close. To them, this idea should be not allowed, because it's against the rules.

hows it not against the rules? everyone else is building a new car. i think its a great idea towards the iradication of the rolling road block, aka the F1 B teams.
