I did search the forum, found nothing. If it's old news, i'm sorry, guys.
So-o. It's bug apparently on custom made Toscana, at night. I'm able to trigger this strange stuff by moving L stick up-down. Sky somehow shifts. without further ado - pics!

Nah, it was there long time ago.

I mean you couldn't have shot it before cause all lighting effects where disabled in photomode. I tried to capture it before the update but I was never able to do it.
 
It is called HDRi lighting.

It is effect that simulates real-life adjusting of the eye to exposure level light.

When you're in the area of higher luminance, the HDR is lower. When you go into area of lower luminance, the HDR rises in order to compensate for less lux.

Gran Turismo 5 simulates that effect everywhere, racing included. Notice it on HSR or Monaco when exiting the tunnels or when racing on Nurburgring GP configuration where it even shifts when looking back-forth from the cockcpit view.
 
While i think i'm getting what you are saying, still this "effect" appears only when you try to take photo of car. Riding around track is not the cause. Since there is no change there, why effect comes into play? Duh, probably you right, but i can't make same on other night tracks, though.
