Track building contest

So what is it that we need to get a contest organized for an official track for the forum?

1) Track Creator “Check”
2) The ability to share the track online “Check”
3) A designated PSN ID to “friend” that gives access to the entries
4) The ability to down load the track to your consol “Check”
5) Some kind of blessing from the powers to be
6) Specifications that outline the entries for the contest
8) A thread that organizes the entries and establishes the official vote

I’m sure that there are more details but it’s at least a start.

This isn't a duplicate post, it is directly associated w/ making up the pieces of the contest and the structure. Just because something is similar doesn't make it the same.
