Does anyone know if you can trade cars painted with the new DLC colours? If so would that person receive a copy of the paint? Does the car revert to white? Or does the car stay painted in the DLC paint?

No. I tried. You get the original paint that the car was painted in. I even tried sending a RM with a matte paint chip. You get the RM car painted in that colour, but no chip.
I'm not going to waste a DLC paint chip trying to send it painted on an RM, besides that would work out at a single chip a day just to dupe them.
If you want the paint chips so bad then buy the DLC for them. They're not asking for a million $$.

No, they're asking $2 for the set. Which means if you for example want to paint 10 cars in the same colour, that's $20. Ridiculous money making scheme.
You can do it. I've done it.
You paint a tradeable car in the new paint. Send it. The car will be the new colour but you won't get the new paint chip.
Reload the account which has the DLC and you will have the paint chip back.
