Might have already been covered, but can anyone confirm / know when this happens?

Sure per the GT5 in game menu it states on the 3rd of March, but is that at midnight on 3rd i.e almost 4th, or on midnight of the 2nd?

Just trying to establish how many trades i can do prior, so i do not let anyone down
 
I don't think anyone really knows how it will pan out. Just like with most of PD's decisions.
 
I wouldn't plan trades after noon on March 2nd.
