tune all the way before using tune setups?

Is purchasing the best parts from each category the way to go when tuning in order to make it perform the best such as even making ur car as light as possible and increasing ur rigidity and not just simply buying parts to increase your speed? Do all the car tune setups in this forum only work if we have ALL the necessary parts from "body chassis all the way down to tyres?"

Buying every part is the way to go for the best possible setup for your car. The only thing that is optional is power. Like you don't actually need 600bhp when you're on sports tyres, 400 will be just as fast, if not faster on complex tracks.

In terms of the tune setups, if you skip parts then you wont see the car as the tuner intended it to be seen.
