Tuning problems

does anyone know what i can do to tune my Nissan Silvia spec-R Aero (S15)'02. if I want to carry out weight reduction phase 2 I receive this message:

weight reduction phase 1 required to complete this tuning operation.

I already did that but it doesn't work.

Why am i not surprised,launch editions of games like this should arguably be half price,id like the developers to remind me why this gt community is helping them with trial and error testing yet they pay full price for the game,smfh
