ive been tuning my cars trying to get the fastest tune on my cars so i started to think of every combination there is that you can make with the suspission but im can anyone explain why that you can run one time thats really good then when you restart and go agian you run a way slower time is there a reason why?

You drive worse?
 
If I translated correctly, try running several laps in a row before each restart. See if you have any consistency.
 
Its because your tires are still cold and they need a lap or two to warm up and reach their ideal grip.
