TV to Computer Video Transfer

I'm wondering if I can use S-Video out to transfer video from my TV to my computer. If not could somebody suggest some other method of doing so. I want to transfer pure video so that it can be edited using WMM(Windows Movie Maker). I would use my cell phone but I can't find a way to successfully convert 3ggp to WMV or AVI. I also except suggestions for files that convert 3ggp to WMV or AVI with good quality.

I want to get the video so that I can show my drifting videos.
 
At least on my phone, the 3ggp videos are quite horrible in terms of quality. I was able to upload it to YouTube though.
 
Does your PC's graphics card have an S-video in? Most have outs, not very many have ins by default

Do you have a TV tuner on PCI card or USB?

If the answer is no, then you need to buy either one of them. Can't be done without at least one of them.
 
I have a TV Tuner card and video recorder software for this kind of thing. You have to have some sort of way to plug in to your PC from the TV, such as that.

For example: My PC has a coaxial port and two sets of A/V ports.
 
You could also buy a Dazzle for about $49.99. I have been using my Dazzle for at least 5 years without a single problem.
