TXR3 license plate question

I have 5 wanders left and have two questions.
How do I get my license plate to say R16-C3 or whatever it was to get those guys with license plate specifications to race me? I dont see any R's or C's only numbers?!

And is that map of all the pa's still around. It seems to be a dead link on that thread. Thanks!
