Explanation (if needed): In the words of Swiss - "Take a shot taking out as many cones as you can, or take a shot with the car next to the cones you've taken out."

Are voters looking for a good shot of cones being taken out or is it soley based on the amount of cones regardless of photographic skill? I only got 4 cones on this pic, but if it's the latter, I'll change it.
