unable to upload decal

Hi,

I am unable to upload any decal after i clicked on the "Start Upload" button. The screen below pops up and it keeps loading for more than 10 minutes and will not show the next screen. I suspect it is due to the java but I am unable to solve it. Anyone can help me?

The gts server(s) are having major issues. People can barely connect to the game never mind upload decals
